DoD Slows Implementation of Proposed Personnel Plan

Washington, DC – Yesterday, Navy Secretary Gordon England announced that there will be a new timetable for the implementation of the National Security Personnel System (NSPS) at the Department of Defense (DoD).  Originally, DoD planned to publish proposed regulations on April 20th, and could begin implementation after a brief feedback period with employee representatives.  The new plan is to push back adopting a proposal until late November.

 

The adoption of this new timetable no doubt came as the result of pressure from members of Congress objecting to the Pentagon’s handling of the issue.  Members from both sides of the aisle came out in praise of the new approach after the announcement yesterday.  Congressional resistance to the plan was precipitated by an organized lobbying and grassroots awareness effort from unions that represent DoD employees, including participation from several major international labor unions and the AFL-CIO. 

 

“This tremendous display of solidarity on the part of organized labor achieved our first goal of delaying the process to ensure adequate employee input into the system’s development,” said NFFE-IAM President/DBR Richard N. Brown.

 

Despite this relative victory for DoD employees, unions are urging members to continue fighting to maintain the rights of DoD employees. 

 

“This fight has only just begun,” explained Brown.  “All of our rights as employees are on the table, and they will be taken from us if we do not continue to take action to preserve them.”
