Senate Armed Services Committee Raises Concerns about NSPS

In a Senate Armed Services Committee hearing
yesterday, lawmakers received testimony from
Gordon England, Secretary of the Navy and Dan
Blair, Acting Director of the Office of
Personnel Management regarding the National
Security Personnel System (NSPS).
An all-star cast of Senators were on hand to receive testimony and make inquiries about various aspects of the NSPS plan, designed to overhaul the personnel system at the Department of Defense.
A bipartisan group of Senators including Ted Kennedy (D-MA), Joseph Lieberman (D-CT), Hillary Clinton (D-NY), and Susan Collins (R-ME) offered harsh criticism of several aspects of the proposed regulations published earlier this year in the Federal Register, including: the reduction in scope of bargaining, the system of employee appeal, the standard for mitigation for discipline and adverse action cases, and the subjective pay-banding system.
The second panel of the hearing featured representatives from the United DoD Workers Coalition and the General Accountability Office. The meet-and-confer period between DoD management and employee union officials begins next week.
