Agency management's improperly broad interpretation of a certain provision in federal labor law has allowed them to circumvent the bargaining process on numerous critical issues, and the effect is taking its toll on the morale of VA health care providers.      <description>National security has been compromised by outsourcing of the manufacturing of the United States passport book cover and RFID electronic chip to a foreign company in Europe.  The book cover and chip are produced in Europe and then shipped to Thailand to have the chip's antenna added before being shipped to the U.S.  Making matters even worse, the company acknowledged last year that the Chinese government had stolen the patent for the chip.
