Interagency Agreement -- USDA & DOL
This is the link to the Interagency Agreement Between
the U.S. Department of Agriculture and the U.S.
Department of Labor. This agreement governs
funding, establishment, and operation of Job
Corps Civilian Conservation Centers and was
signed on March 10, 2008.

Please be
advised that at this time...the Union is having
serious concerns about this agreement. It
appears that DOL can issues changes that affect
working conditions and the Centers are to
immediately implement. As we have discussed,
changes in working conditions regardless of
where those changes come from...must be
negotiated.
I am very concerned that at the Center level, Center Directors will immediately and in violation of the law try to implement DOL changes. I have raised the issue with Larry Dawson and am the process of reviewing the situation with our legal Council.
Please pass the word...that just because DOL mandates a change...it does not mean that Center management will not have to negotiate. They are still obligated. Make sure you keep an eye on this.
